The Central government has given the directions to the state that October 31 will be the last date of the renewal of the expired transport documents. This comes after the government had extended the validity of expired documents seven times due to the COVID-19 pandemic. Now the Centre has said that there will be no further relaxation after October 31. The states and union territories have also been directed to clear the applications of renewal that are pending.
The letter by the Ministry of Road Transport and Highways said to the transporters, “It is clarified that this is the last such extension and no further extension in this regard will be given by the central government.”
The extension of the expired travel documents like RC, DL, fitness certificate, and all others was made for the seventh time on September 30. Because of the COVID-19 pandemic, documents which were expired by February 2020 could be not be renewed. However, for Pollution Under Control Certificates, no extension has been provided. The penalty of Rs. 5000 will be imposed if a driver is found driving without a valid driving license. Driving without a permit attracts a fine of Rs. 10,000. Penalties on other invalid documents are Rs. 5000 for registration certificate and Rs. 2000 – 5000 for fitness certificate on goods vehicles.
The Ministry granted the first extension in June 2020. Now, however, there is a backlog of applications because of which no further renewal date will be given. As per the letter, “States and union territories (UTs) have also been advised to complete all the pending services in mission mode and a time-bound manner to achieve this. It has been advised: A) to put extra resources to complete the processes related to pending cases of renewal and reissue of documents such as fitness permits, DLs, RCs, etc., within one month.”
The officers are saying that state governments can, however, further extend the renewal dates at their level. The Delhi government has already announced that the renewal date has been extended till November 30 for the renewal of the document.
